Mozilla said that Firefox's extension system, Web Extensions API, is nearly 100% V2-compatible and extensions developers can easily develop extensions that support both browsers. The new extended API contains many changes that are not compatible with V2 and will require extensions developers to take action to maintain compatibility. A major change in Manifest V3 is the replacement of the webRequest API with the declarative NetRequest API and the imposition of a cap on the number of rules, which has affected various extensions, including advertising masking tools, and some developers have indicated that they are no longer considering maintaining their extensions.

Mozilla said that because of the lack of browser extension standards, maintaining compatibility with Chrome extensions is critical for Firefox developers and users, but Firefox is not obligated to implement every part of V3 and part of V2 is not. For V3,Mozilla has no plans to remove the webRequest API in the near future.
