It is reported that the budget constraint will still be a realistic problem in the next 10 years. It is suggested that the three missions of NASA, the National Oceanic and Atmospheric Administration and the Geological Exploration Bureau should coordinate the earth observation tasks.
" Climate , air quality , water availability and changes in soil nutrients are primarily driven by human beings , " said Bill Gell , co - chair of the report writing committee , " Recognizing the changes in the earth and setting up a project to respond to this change is a major challenge for the next decade . "
The report lists 35 key questions on earth science and applications to be answered, including: how does the earth's water cycle change? What processes determine the long-term changes and trends of air pollution, and how do they affect human health, agriculture and ecosystems? How much will the sea level rise in the next 10 years? How to accurately predict large-scale geological hazards and so on.
To answer these questions, the report suggested that NASA led the 5 implementation of the "designated" tasks, one of the two tasks estimated costs do not exceed $800 million, respectively, of the aerosol and cloud, convection and precipitation; the other three tasks were estimated cost less than $650 million, $500 million and $300 million, respectively, on the surface of the earth and biology geology, earth's surface deformation as well as snow, ice and water quality changes.
The report also recommends the implementation of 3 "Earth System explorers" program, which will study greenhouse gases, ozone and trace gases in the atmosphere, as well as ocean surface wind and ocean currents. Each plan costs no more than 350 million dollars.
The first 7007 years of the ground observation report proposed 15 task proposals, most of which were adopted and implemented by NASA. In view of the unfriendliness of the Trump administration on earth science, especially global warming, the adoption of the latest report is still to be seen.
